Principal Analyst
Duties: This position will lead the research and analysis of policies, practices, capabilities and issues related to the mission requirements of the U.S. Joint Forces Command (USJFCOM). The work to be performed may include the analysis of the policies, practices and capabilities of the military services and state, federal and foreign agencies as they relate to the USJFCOM’s mission requirements. Will respond to written and verbal requests for information through written and verbal responses. Will provide data analysis, data input and provide graphical output such as pie charts, graphs and slide presentations. Will conduct web-based research and post information to web sites. May perform website design and maintenance. Will coordinate, as required, with other military, state, federal and foreign agency personnel to accomplish assigned tasks. This position may serve as a task order manager and shall be the contractor’s authorized interface. May be responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes and goals of the organization to subordinates.
Experience:
General: Increasing responsibilities in personnel management. Demonstrated managerial leadership with a minimum of five years experience in a joint military environment.
Specialized: Minimum of twelve years experience of which at least eight years must include project management, controls of project resources and funds, and management of multi-task contracts, or
With a Master’s degree, ten years of experience of which at least eight years
must include project management, controls of project resources and funds, and management of multi-task contracts, or
With a PhD, nine years of experience of which at least six years must include project management, controls of project resources and funds, and management of multi-task contracts.
Project Analyst I
Duties: This position may lead or provide assistance in the research and analysis of policies, practices, capabilities and issues related to the mission requirements of the USJFCOM. The work to be performed may include the analysis of policies, practices and capabilities of the military services and state, federal and foreign agencies as they relate to the USJFCOM’s mission requirements. Will respond to written and verbal requests for information through detailed written and verbal responses. Will provide data analysis, data input and provide graphical output such as information papers, analytical assessments, pie charts, graphs and slide presentations. Will conduct web-based research and post information to web sites. May perform website design and maintenance. Will coordinate, as required, with other military, state, federal and foreign agency personnel to accomplish assigned tasks. May monitor and parse incoming message traffic. This position may lead in the execution of tasks related to the 24-hour per day, 365 days per year command center operation.
Experience:
This position requires at least fifteen years of military experience. Military experience must be germane to the tasks specified in the task order. With a Bachelors degree, twelve years of military experience is required.
Project Analyst II
This position is responsible for ensuring that USJFCOM deploying personnel are adequately processed for movement overseas to field or hostile environments. Ensures that all deployable personnel receive Nuclear, Biological, and Chemical training, weapons training, survival training, security related training, medical and dental processing, and other required briefings. Further ensures that all deployable personnel received the proper uniforms and equipment based on their missions to specific areas of responsibility. Also responsible for coordinating uniform and equipment issue with the Headquarters Supply Annex located at the Fort Eustis Central Issue Facility. Will coordinate, as required, with other military, state, federal and foreign agency personnel to accomplish assigned tasks. Specific tasks may include: developing and implementing equipment, weapon, and uniform ordering, issuing and inventory procedures; managing an inventory database; conducting periodic Preparation for Overseas movement (POM) readiness checks for over deploying personnel; ensuring critical administrative, safety, medical and other requirements are completed for personnel traveling to hostile environments; organizing, coordinating and conducting small arms and Nuclear, Chemical and Biological (NBC) training for deploying personnel; developing administrative briefings for all personnel traveling overseas to field or hostile environments; maintaining a mobility training website for travelers to the CENTCOM area of responsibility; updating Memorandum of Understanding with the Fort Eustis Resource Management Office which provides services to deploying personnel, including requirements for laundry and tailoring services; updating Standard Operation Procedures for personnel traveling overseas to field or hostile environments; providing program-related input for long range planning efforts; coordinating and communicating with the manager of the Headquarters Supply Annex located at the Fort Eustis Central Issue Facility to ensure proper accountability and maintenance of uniforms and equipment; assisting in the development and preparation of reports and briefs.
Experience:
This position requires at least fifteen years of military service in administration and/or logistics. Experience must be germane to the tasks specified in the task orders. With a Bachelor’s Degree, twelve years of military experience is required.
Staff Analyst I
Duties: This position will coordinate with other military and federal personnel for preparation of documentation or in conjunction with duties associated with the Command Records Management office mission to encompass areas of Records Management, Directives, Forms Management, and the Freedom of Information Act/Privacy Act. The position may require monitoring and preparing written and verbal reports to command taskers, subject meetings and other operational requirements in accordance with established policies, procedures and regulations. This position requires internal and external training of programs and to provide customer guidance and recommend process improvements as needed. This position requires support for program inspections to include but not limited to HQ, Directorates, Subordinate Command activities and Inspector General Inspections.
This position requires at least ten years of experience in military service or as a civilian or contractor in a military environment. Experience must be germane to the tasks specified in the task order.
Staff Analyst II
Duties: This position will review Chief of Staff taskers assigned on the NIPR and SIPR networks reviewing and forwarding taskers to the appropriate division. Will receive inputs/responses from division heads to update portals and close out taskers. Will monitor both the NIPR and SIPR networks daily excluding Saturdays, Sundays and holidays. Will update required slides on a weekly basis and provide bi-weekly briefings. Will monitor and parse message traffic and prepare verbal and written reports. Will provide analytical data, interpretations, explanations needed to fully respond to inquires from higher headquarters. Will provide compilation of annual historical reports. Additionally, will conduct research and analysis and make recommendations in support of the Command’s organization and manpower program. Provide program management technical and analytical support for the Command’s Civilian Personnel Management programs.
Experience:
This position requires at least eight years of experience in military service or as a civilian or contractor in a military environment. Experience must be germane to the tasks specified in the task order. With a Bachelors degree, two years of experience is required.
Associate Staff Analyst
Duties: This position provides assistance in the research and analysis of policies, practices, capabilities and issues related to the mission requirements of the USJFCOM. The work to be performed may include the analysis of policies, practices and capabilities of the military services and state, federal and foreign agencies as they relate to the USJFCOM’s mission requirements. Will respond to written and verbal requests for information through written and verbal responses. Will provide initial data analysis, data input and provide graphical output such as information papers, analytical assessments, pie charts, graphs and slide presentations. Will conduct web-based research and post information to web sites. May perform website design and maintenance. Will coordinate, as required, with other military, state, federal and foreign agency personnel to accomplish assigned tasks. May monitor and parse incoming message traffic. This position may assist in the execution of tasks related to the 24-hour per day, 365 days per year command center operation. Provide operations-related support functions for Joint Deployment Operations Division and its Branches.
Experience:
This position requires at least two years of experience either in military service or working as a civilian or contractor in a military environment. Experience must be germane to the tasks specified in the task order. With a Bachelors degree, one year of experience is required.
Principal Logistics Engineer
Duties: This position will provide logistics support services to assist in the management of USJFCOM activities located at the Norfolk Naval Station and other locations. Activities include assisting with space allocation, coordinating logistics and material repair activities, and material set-up requirements and USJFCOM mission support. The position shall provide support in the pursuit of additional bilateral agreements to help U. S. forces develop confidence in and reliance on multinational logistical solutions to common problems while achieving more efficient and economical use of all logistics resources. The position shall provide advice and recommendations on matters involving logistics impacts and requirements relating to mission support and coordinate with the lead federal agency during contingency operations. The position will also provide training and logistic subject matter expertise to USJFCOM and other commands as requested or required.
Experience:
This position requires at least ten years of experience as a military officer or a senior GS (i.e. 12 or higher) government employee. Experience must be germane to the tasks specified in the task order. With a Bachelors degree, eight years of experience is required.
Logistics Manager I
Duties: This position shall research and provide analysis and reports concerning policies, practices and capabilities of all military services and related state and federal agencies in support of the USJFCOM’s missions. This position will respond to written and verbal requests for information and prepare written and verbal responses. Data analysis, data input, and graphical output such as pie charts, graphs and slide presentations will be required. The position also will coordinate with other military, federal and state agency personnel for preparation of documentation or in conjunction with duties associated with the USJFCOM’s missions.
Experience:
This position requires at least fifteen years of military experience in logistics. Experience must be germane to the tasks specified in the task order. With a Bachelor’s degree, twelve years of experience is required.
Logistics Manager II
Duties: This position shall provide transportation coordination and support for deployment; redeployment force tracking; military airlift coordination and validation; joint transportation policy; and doctrine development and review.
Experience:
This position requires at least ten years of experience either in military service or working as a civilian or contractor in a military environment. Shall have at least three years experience as a transportation specialist with at least two years at a military facility. Experience must be germane to the tasks specified in the task order. With a Bachelor’s degree, five years of experience is required.
Associate Logistics Manager
Duties: This position shall support oversight for the development and management of new and existing logistics projects and develop Course of Action analysis for various scenarios, make recommendations on the best course of action, provide input on development of approved course of action, and support the execution of the activity. The position shall develop and prepare multiple reports and documents; research, analyze, and develop reports, spreadsheets, forms and databases; and prepare documentation and reports in accordance with established policy, procedure or regulation. The position will manage and support the facilities management program ensuring that building-related issues are managed in accordance with policies, procedures, and regulations.
Experience:
This position requires at least five years of experience in either military service or as a civilian or contractor working in a military environment. Shall have at least three years experience serving as a transportation specialist. Experience must be germane to the tasks specified in the task order. With a Bachelors degree, three years of experience is required.
Public Affairs Support Specialist
Duties: This position will be responsible for planning and executing the command’s community relations program to include creating and maintaining the JFCOM’s command presentation, command display program, and command speaker’s bureau program. Also, provide product support services for JFCOM's Command Information Program; daily Command Information and Public Affairs support; and exercise and contingency operational support as required. Required tasks include: research, write, and maintain JFCOM instructions governing security and policy review, speaker’s bureau program and command display program; maintain JFCOM/ACT community leaders’ database; maintain, solicit, and provide support for speaker requests; conduct security and policy review of materials considered for public release; support development of the strategic communications plan and other applicable plans and policies; provide media escort and other related duties; provide Public Affairs support for exercise and contingency operational support as required; research, analyze, and draft journalistic articles for publication in JFCOM Joint Journal and for use in other publication vehicles such as news releases and public access web site; support the development of command public affairs communication plans and Public Affairs support for garrison, exercise, and contingency operations. Provide input and recommendations for inclusion in Operations Plans and Orders; provide weekly input to PA summary on speaking events and other community activities; conduct media training in support of command public affairs program; “ghost write” command group correspondence relating to community relations; and serve as command point of contact for key community relations programs, i.e., Salute to Veterans, Joint Civilian Orientation Conference, Norfolk Tides Military Appreciation Day, etc.
Experience:
This position requires at least fifteen years of public affairs experience in a military environment and a familiarity with Joint operations. Of these fifteen years, ten must have been in community relations, media relations, and internal/command information. With a Bachelor’s degree in a related field (Communications, Mass Media, Journalism, etc.), twelve years of experience is required.
